Background
 

Setting up of the World Hindi Secretariat

The idea for the setting up of a World Hindi Centre was first mooted at the 1st World Hindi Conference held between 10-14 January, 1975 in Nagpur, India by Late Sir Seewoosagur Ramgoolam, then Prime Minister and Head of the Mauritian Delegation at the Conference. That idea took shape of a firm resolution in the 2nd World Hindi Conference held in Mauritius and the proposal was reiterated in subsequent World Hindi Conferences and slowly took shape of a World Hindi Secretariat to be established in Mauritius. An Agreement was signed between the Government of India and the Government of Mauritius and the World Hindi Secretariat was set up pursuant to the enactment of the WHS Act by the national assembly of Mauritius.

Soon after the 5th World Hindi Conference held in Trinidad and Tobago, in April 1996, the Government of Mauritius appointed Dr. (Mrs.) Sarita Boodhoo as advisor to the Minister of Education and Scientific Research on matters pertaining to the World Hindi Secretariat. In June 1996, with the support of the Government of India through the High Commission of India, the World Hindi Secretariat unit was set up at the Ministry of Education and Scientific Research in Mauritius.

Memorandum of Understanding (1999)
On 20th August 1999, another major step was taken. The Government of Mauritius and the Government of India signed a Memorandum of Understanding at Port Louis, Mauritius, outlining the objectives, functioning and financing of the Secretariat. Then Minister of Education and Scientific Research, Honourable Ramasamy Chedumbarum Pillay and then High Commissioner of India, Shri M.L. Tripathi, represented the respective Governments. The Government of India took the responsibility for the Architectural designing and funding of the construction of the WHS Headquarters on the land provided by the Government of Mauritius.

World Hindi Secretariat Temporary Office (2001)
On 17th September, 2001, the World Hindi Secretariat started to operate in a rented premises located at Forest Side, Curepipe, under the headship of a coordinator, Mr. Ajamil Matabadal, then Assistant Supervisor of Oriental Languages (Hindi) at the Ministry of Education and HR. After his retirement, in September 2005, Mr. S. Jankee, then Senior Supervisor of Oriental Languages (Hindi) took over and continued till the appointment of a Secretary General. Dr. (Mrs.) Vinod Bala Arun was appointed as Secretary General on 18th January, 2007.

Laying of Foundation of the World Hindi Secretariat (2001)
The foundation stone of the World Hindi Secretariat was laid on the Land provided by the Government of Mauritius at Phoenix, Mauritius on 1st November, 2001 by Dr. the Honourable Murli Manohar Joshi, then Minister of Human Resource Development, Science and Technology and Ocean Development, India in the presence of Hon. Paul Raymond Berenger, GOSK, then Deputy Prime Minister and Minister of Finance, Honourable Steven Obeegadoo, then Minister of Education and Scientific Research and Honourable Motee Ram Dass, then Minister of Arts and Culture, Mauritius.

The World Hindi Secretariat Act (2002)
On the 12th November, 2002 an act was passed by the Government of Mauritius to provide for the establishment and management of the World Hindi Secretariat. The WHS was established with the objective to promote Hindi as an international language and further the cause of Hindi towards its recognition at the United Nations as an official language.

The Agreement between the Government of the Republic of Mauritius and the Government of the Republic of India (2003)
An agreement was signed between the Government of Mauritius and India on 21st November, 2003 at New Delhi defining the modalities of the functioning of the Secretariat. Mr. H. Ganoo, Cabinet Secretary represented the Government of the Republic of Mauritius and Mr. Jagdish Chandra Sharma, Secretary (PCD), represented the Government of the Republic of India during this mission.

Proclamation of the World Hindi Secretariat Act (2005)
The World Hindi Secretariat Act, passed in Mauritian National Assembly in Nov. 2002, was proclaimed on 12th September, 2005.

Official Functioning of World Hindi Secretariat (2008)
The WHS started functioning officially on the 11th February, 2008 under the headship of Dr. (Mrs.) Vinod Bala Arun as Secretary General and Dr. Rajendra Prasad Mishra as Deputy Secretary General.

Official Launching of Construction of the World Hindi Secretariat Headquarters (2015)
The official launching of construction of the WHS Headquarters was performed on 12th March, 2015 Phoenix by H.E. Shri Narendra Modi, Prime Minister of the Republic of India and The Rt. Honourable Sir Anerood Jugnauth, GCSK, KCMG, QC, Prime Minister of the Republic of Mauritius. A Commemorative Plaque was unveiled on the occasion by both Prime Ministers in the presence of Honourable Mrs. Leela Devi Dookun-Luchoomun, Minister of Education and Human Resources and Tertiary Education and Scientific Research.
